The buffalo will be accompanying the deceased on his journey to the after life, and the buffalo’s thirst should be quenched so as not to drink any of the water meant for the dead. The water in the buffalo is also meant for the deceased to use during his journey. Finally, the dying or dead buffalo seems to act as a portal to the land of the dead--the water is meant to replenish their supply.
